find her an employer that can sponsor her, that employer will submit the petiotion and if approved, your girlfriend will be called for an interview at the Irish embassy nearest to her, then she has a visa. it depends on the work she does, if it's highly in demand in Ireland most probably she will get a job offer, like nursing...my friend got hired as Irish employers went to the Philippines and interviewed them, she's still in Ireland at this time.
